Can all temp files on computer no matter size be deleted
in order to free up disc space and increase speed.
2. Keep on getting a pop up called outwar - how do I find
and eliminate this adware doesn't seem to eliminate but
just catches it.

Reboot your computer to be sure that the temporary files are not in use (by
an installer, for example) then remove those that you don't want to keep.
While this will increase your available disk space it has nothing to do with
your computer's speed.
