In my explorer file tree above "temp internet files"
there is a file called "temp" it is full of stuff , set
up files bitmaps etc. can anyone tell me what they are
and whether I can delete them or not ?

I understand that you wish to know the importance of Temp
folder and need to know if the files can be deleted.

Yes, you can delete the files in Temp folder. Windows and
Windows applications (programs) create temporary (temp)
files that retain data programs need while being used.
When you close a program, the files will be deleted
automatically.

Unfortunately, not all programs follow these instructions.
The result over time is unsightly temporary file build-up
which can consume precious hard drive space and cause your
system to run sluggishly.

So it's a good idea to keep temporary files to a minimum
be deleting them periodically.

Rajesh
