Is there a way to allow a non-admin to change their local
tcp/ip settings in a Windows 2000 Active directory
configuration?

Not really. You need to be an administrator or know the credentials for one
using the runas command. W2003 and XP have a new group just for that purpose
by popular demand. You can make a domain user an administrator on their
workstation without giving them domain administration powers though by
adding their domain account to the local administrators group on their
computer if that is acceptable. --- Steve
