Tastbar size and position

Because I have a widescreen monitor it makes a lot more
sense for me to keep my taskbar on the left side of the
screen instead of along the bottom. My problem is that
whenever I restart my computer, it always comes up one
size smaller than I had it set to before. Originally, I
had been changing it from it's default size to one unit
bigger, just big enough so that the word "start" was
visible. In that case I assumed that Windows simply
didn't save the taskbar size and set it back to the
default. Even though I decided to give up fighting it and
keep it on the "default" setting, it's still giving me
problems because it still goes to a smaller size. I try
to keep it so that the quick launch bar is three icons
wide (four in the system tray), and it now always boots
up two icons wide (three in the system tray). Is there a
fix for this?

I have a related problem where my Post-It Notes software
moves the position of all the notes on the desktop to the
right by a little bit each time I restart, presumably
beacuse the taskbar is taking up space on the left. Any
input on that one?
