What's installed or not installed on *your* XPe image is up to you as the image developer (hopefully you were the one)

If you are referring to tasks manager, check it out if your image configuration include "Task Manager" component.
 
I installed XP Embedded POS and the if I type "tasks" it only brings up the
tasks folder, is it not included with the POS package?

I see. Since it is Microsoft who developed the POS image only them, I suppose, can change it.
You may want to post your questions to more appropriate newsgroup. E.g., microsoft.public.windows.embedded.pointofservice.

Btw, I never heard of command "tasks" on XP. Where exactly you are typing it in?
