taskmgr & regedit disabled

as the subject says... i can re-enable them but the problem
is everytime i logoff or restart my pc, it reverts back to
its original state of being disabled.

i've run NAV, stinger.exe and even go as far as having my
pc scanned by symantec online but still no reports of
virus/worm.
