Taskbar

The option to lock/unlock the taskbar is greyed out &
unavailable to me. I have tried to access the taskbar
lock/unlock everywhich way but cannot get the option to
become available. No help anywhere. I cannot move anything
to it so I assume it is in "locked" position. If I
accidentaly delete something from it, it's gone
forever 'cause I can't move back anything to it. Cannot
imagine how this option became disabled??
