Taskbar tooltips partially hidden or not displaying

Apparently this problem is widespread. The tooltips for items on the taskbar
or icons in the system tray are sometimes obscured by the taskbar itself.
This is especially true of the clock, which I use to get the current date
sometimes. I have seen and tried the solution in KB 307499, but it was only
partially effective. It seemed to correct some of the systray icons, but
not the clock, and taskbar items still have the problem. Does anyone know of
other fixes for this problem, and if Microsoft is working on the bug?

KB 307499 is for a different problem.

Use Task Manager to End Task and restart explorer.exe.
