Taskbar Toolbars

I'm trying to figure out why my settings keep getting
changed. I only want quick lanch toolbar displayed but
everytime I start my computer the links and address bars
are opened and the taskbar is double its normal size how
do I fix this? P.S. It is the same for every other user on
this computer.
