taskbar problems

I just got this HP laptop with windows vista home premium.
the taskbar sometimes flips out and wont let me click the tabs.
also when this happens, I can't open a folder. this is really frustrating,
considering this is a brand new laptop. if someone has a soultion, it would
make me very happy.

Yes, my Dell Inspiron 1501 home basic has the same taskbar issues; the icons
disappear, tabs move left past the start button, the taskbar flickers and the
colors turn wrong. the computer says it's a windows explorer problem. Any
help on how to fix this is greatly appreciated...
