TASKBAR ON WINDOW VISTA P. WILL NOT CHANGE COLORS

I HAVE WINDOWS AERO I TURN IT ON. WHEN I CHANGE THE COLOR ONLY THING THAT
CHANGE IS THE WINDOWS COLORS NOT THE TASKBAR OF START MENU IT JUSY BLACK. I
ALSO ENABLE TRANSPARENCY AND TRIED THE COLOR MIXER. SOMEONE PLEASE HELP.
 
Woah, no need to shout there (lose the caps).

The taskbar does change colour, although it does stay darker than the frames
on other windows.
