Taskbar Items in Excel

Currently if I open different workbooks in Excel (Office 2000) they are
under the same taskbar 'tab'.

How do I get it so each workbook has its own 'tab' along the taskbar?

Tools|Options|Windows in taskbar

Menu Tools>Options>View and check the Windows in Taskbar checkbox on the
right

Excel used to do it that way, how or why did it change?

That was new to Excel 2000. Excel 97 didn't do it. I think Excel
2002 and 2003 have it on by default. I know 2007 does.
