can anybody tell me where I can find detailed instructions
that tell exactly how the "Run As" field in the Task
Scheduler setup screen affects how and if the task
actually runs.

Click Help while in the Task Scheduler, then look for your
subject.

The topic "Run as" is completely self-explanatory: It means
that the task will run under the account you specify, with all
the privileges and restrictions that are associated with this
account.
