Task Scheduler in Server 2003 Standard

I set a scheduled task to start a desktop application with a schedule of "Run
at system startup". However, when the server starts this application does
not. I set the "Run as" as the system administrator and set and saved the
administrator password. I thought this would be simple enough to set up, but
I was wrong. And, this application CANNOT be a service. Any ideas?

If the application has a user interface then this would most likely fail
since there would be no desktop with which to run it in.
