task scheduler error 0x80090016

needing help quick

My computer has run scheduled task using task scheduler
perfectly until recently. When I checked the tasks in the
scheduler window pane I recieved the error, "0x80090016:
keyset does not exist." I have checked to ensure all of
my registry permissions are correct and that the Protected
Storage service was started and I still have this error.
my registry does not contain

HKEY_USERS\.Default\Software\Microsoft\
Cryptography\Providers\Type 001

Could this be the problem? If it is, how can I fix it?
