task panel generates errors and shuts down

In the last couple of days I have installed a new hard
drive. I installed windows 2000 and it seemed to be
working well. I downloaded some critical updates, and now
every time I start up, taskpanel.exe generates errors and
shuts my task panel and desktop options down. Thus, I
cannot use my start option at this point. I cannot figure
out what to do....any suggestions????

addition to the original request.....

As soon as I installed windows, I reinstalled and updated
mcafee virus before I downlaoded anything...and ran a scan
disk right away and ran scandisk through out my updating
process.

It is more important to set up the firewall before you
go online.
It is recommended that you disable virus software while
downloading
and installing critical updates from MS. But the
firewall should be in
place and on before connecting.

If you have only installed the operating system so far
I would reformat,
install the OS, install the firewall from a CD (get
someone to download
a program like Zone Alarm for example and burn it to cd
for you),
download your update and install, then immediately
activate your virus
scanner and update it.
