Task Mgr Shut Down / Restart unavailable to RDP Client

I can access the task manager, but the Shut Down and Restart options are
grayed out. I have Administrator privileges. How can I turn these back on?

Shut Down are grayed out. I have Administrator privileges. How can I turn
