When nholding down Alt,Ctrl, Delete keys I now see The Security Widow screen
with TASK BAR grayed out.
How do I restore the task manager accessability?
 
You may have spyware, try this
open gpedit.msc:
Start > Run (gpedit.msc) > User Configuration > Administrative Templates >
System > Ctrl+Alt+Del > "Remove Task Manager"
Set this to "Disabled"
