Does anyone know how task manager monitors CPU
performance?

In the CPU usage area, what does a second "red" line
graph indicate? Whenever the red line ascends, the
green line of the same CPU descends correspondingly.
(The red line only appears on an E8400 chip - 45nm)

Yes - and I'm fairly certain task manager has no way to
monitor CPU usage on it (accurately).

The red line should only appear if you have selected 'Show Kernel Times'
in the View tab.
