I have Windows One Care plus I check myself to be sure I have the latest
updates of Windows XP Pro. I downloaded and installed the latest update a
couple of weeks ago, and now I can't open Task Manager. When I do
ctrl-alt-delete, a dialog box named "Windows Security" comes up. Then, when
I click the "Task Manager" button, the dialog box closes, but the task
manager doesn't come up. Can anyone help, please?

Thanks

Usually caused by A) Malware, B) Spyware, C) Virus [okay those are all
interchangeable] and D) Corrupt Settings.

I stress the probability of A, B, or C.

Run a very thorugh?--thourough?, eh, COMPLETE virus and spyware scan. Try
maybe a few different products too. Use your regular virus scanner, then try
trend-micro's free online one, or SAFETY.LIVE.COM. Then try a malware
scanner, like Ad-Aware or Microsoft's own Windows Defender.

Or try logging in as the Administrator and see if the same problem exists.
Also see if the problem exists in Safe Mode (if you have Home Edition, you
must be in safe mode to use the Administrator log-in anyway).

Turn on the Welcome screen.

To start Task Manager:

Ctrl + Alt + Delete
or
Ctrl + Shift + Esc
or
Right click the Taskbar | Click on Task Manager
or
Start | Run | Type: taskmgr | Click OK
or
Create a Desktop Shortcut to taskmgr.exe
or
Double click on C:\WINDOWS\system32\taskmgr.exe

Ctrl + Alt + Delete opens the Windows Security window if the Welcome screen
is turned off.

Turn on the Welcome screen...
1. In Control Panel, click User Accounts.
2. Click Change the way users log on or off.
3. Click to select the Use the welcome screen for fast and easy logon check
box.
4. Click OK.

Using CTRL+ALT+DEL Key Combination to Open Windows Security Opens Task
Manager

When you open Task Manager, it flashes for a second and quits.

This symptom can be caused by viruses.

Task Manager, MSCONFIG, or REGEDIT disappear while opening
