Task Manager Window Problem

My Windows Task Manager popup window suddenly lost the outer frame that has
the minimize, maximize and close icons. I also lost the menu bar that has
File, Options, View, Windows, Shutdown and help. I also lost the 5 tabs.
All that remained was a white rectangle with the word Task and Status at the
top and End Task, Switch To and New Task along the bottom. Once I press
Ctrl+Alt+Del to call up the Task Manager I can't get rid of it except to
restart my computer. I did a restore by going back a week and all is now
ok. Does anyone know what caused this so I won't do it again?

Hi

Double clicking the edge of the Task Manager will right it. You have no
need to use System Restore.

Thanks for the quick reply Will. I have 2 more questions about this
'feature'.
Where is this 'feature' documented?
What is it's purpose since it totally messes up use of the task manager?

Apparently nobody knows why it happens - and I don't know. It's just one of
those 'things'.
