Task Manager - Policy

If I enable a policy to prevent the task manager from running. How do I as
an admin close running (locked-up) applications if necessary. This is on a
terminal server and one of the apps requires that users run with admin
rights on the terminal server itself. Therfore I used policies to lock it
down so even the admin can't do much.

Use delegation on the policy, and deny your admin group the right to apply
the policy.

I'd be more inclined to use filemon and regmon to determine what the
application requires access to and stop the users being admins.......
