I use an administrators account in Windows XP Home Edition. All was well
until recently. Now whenever I try to access the task manager I get the
following "Task Manager has been disabled by Administrator". No changes
have been made that I am aware of and I have been unable to locate any
information regards this on the MS Knowledgebase.

Any advice is appreciated.

Many thanks for that. Btw any ideas how this could have happened to begin
with or is it one of XPs little "bugs"?

A quick search on google found this http://snipurl.com/6w25 - does that fix
the problem?
