Task manager disabled

Somehow I have disable my task manager and cannot get it
to operate, when I try the masseage comes up that it has
been disabled by the administer but I don't know how it
was disabled or where to change the settings in the
administer settings!

Any suggestions would be greatly appreciated! thank you
