task manager disabled

how do i get the task manager to operate or become
enabled?
I used a home computer, no network, and have access to
all administrator functions but I don't know how task
manager got disabled or where to go to enable it again!

If you're getting an error about an Administrator restriction, see
www.dougknox.com, Win XP Utilities, Windows XP Security Console. You can
control this restriction, and many others with this utility.
