Task Manager and msconfig

[Hilly]

Everytime I try to open task manager or msconfig it
closes when I hover the mouse over it as a result when a
problem does occur I can no longer end the process. How
do I get this to work again?

If you go to options in taskmanager and select always on top does the problem still occur?

The behavior you describe, which also often applies to
MSConfig.exe and Regedit.exe, is typical behavior of more than one
virus/worm, the three below being the most common:
