How do I put an icon of a program I want continuos access to on the task bar
by the clock?

How do I put an icon of a program I want continuos access to on the task bar
by the clock?
In windows XP, They're stored here:

C:\Documents and Settings\USERNAME\Application Data\Microsoft\Internet
Explorer\Quick Launch

Just copy the shortcut into this folder and it will show up on the
taskbar.

(USERNAME above will be replaced with whatever YOU login as.)

Sometimes I RIGHT click on an icon, drag it over the task bar, release
and select 'Copy Here'

I don't know about your computer, but on mine, the clock is on the
bottom right of the screen, and my Quick Launch is on the left. On the
right, next to the clock, is the SYSTRAY, which, from what I've seen,
is always controlled by the various applications or functions that
place things there.

Yes, I agree, the Quick Launch will serve the OP's purpose, but it is
not "by to the clock".
