Task bar won't work!~

I can't seem to get the minimized programs to appear in the task bar. When I
remove all the tool bars the task bar rolles below the screen. I am only able
to click and drag it back up once a tool bar is re applied. When I minimize a
program it seems to fall behind the task bar and does not appear. Please help
if you can.
