What often happens is that you move the little separator bar between the
Quick Launch toolbar and the rest of the taskbar just a bit too far and
it goes *below*, causing this problem. Look carefully at where the
separator is and you'll see the second bar beneath it. "Grab" it with
your mouse and drag it back up to the top line and your Quick Launch
bar will be nice and skinny again. I'll try to describe this in a
little lame ASCII art below:

quick launch icons | <separator bar
fat taskbar | <second separator bar
______________________ bottom of taskbar
^grab this bottom one and pull it to the
right of the first separator bar
