Task Bar issues..Please help?

I was wondering if anyone can help me here...
Seems over the past couple of days, my husbands user window does not
allow/support his ability to create and use the Quick Launch on the task bar,
nor can he access to use the " Hide inactive Icons" option....
I have right clicked on the task bar and selected both options, hit apply,
but it does not change the settings. When I AGAIN right click to open the
properties, I notice that the "Show Quick Lauch" box has been automatically
unticked.....as does the Hide Inactive Icons box...
Is there a way to remedy this problem?
Any assisstance will be much appreciated..
