task bar gets frozen while using Internet explorer

A few times per week when i start using Internet explorer, the task bar area
(the lower menu panel) gets frozen for about 10min. Windows Task manager
shows IE as not responding. If restart computer, the problem repeats. If wait
for 5-15min, the problem disappears for a day or two. Cannot start any
program with the frozen task bar and cannot use IE. How can I fix it?
