Target Designer - Component Tab in right pane

About the middle of the presentation, just after "Virtual PC Hardware
Components" are added to the target component set, and that component is
expanded and then click on 'Setting', the "Component" Tab shows in the right
pane and you can individually select and deselect.

I do not show a "Component" Tab at this point, just the "Advanced" tab.

How can you get the "Componet" Tab to show?

That shows up when it's a macro component with the components exposed. Macro
components have a bold display name. For instance, look at the components in
the Software | Test&Development category in TD, add the "Minlogon Sample
Macro"

Most components do not have anything to view in the settings node.
