I have an HP and I get a pop up on start up staying a Tangent Game cannot
load. Can I safely remove this in Add/Remove programs?

Do you use or have ever used productively the "Tangent Game"?

You can safely remove it from the Add/Remove programs.
 
"Wild Tangent" is spy/scum/adware that is installed (among other ways) with
a lot of online games. You can safely remove it, but it likely won't go
away just by using the Add/Remove Programs option. Though it may tell you
that it's gone...it won't be.

Get a spyware scanner such as AdAware to get rid of it.
