Tabs In "Display Properties" Missing

It should work now...I uploaded it to a different site (same address)
 
I know how to copy the file, but I don't know where it is on the CD...is it
in the i386 folder (and do I have to uncompress it), or is there something
that I can do with SFC (if it's even part of XP) that copies it automatically?

It's available in the i386 folder in XP CD, in a compressed form. File name
is DESK.CP_ and you can use the Expand command and extract a copy of this
file to c:\windows\system32
 
I can't delete the copy of desk.cpl or overwrite it (in the system32 folder)
with the copy from the CD. Is there another copy somewhere that Windows is
copying it from...or do I have to go to a command-line only boot to fix it?

Matt,

See if you have a desk.cpl in the DllCache folder. If so, delete the
desk.cpl file from the \System32 folder. Windows will extract a new copy of
the file from DllCache automatically.

BTW, are you able to open the other tabs in this way? (Type in Start/Run)

control desk.cpl,0,2
control desk.cpl,0,3
