Tablet PC pop-up on-screen keyboard

Hello,
TC1000 WIN XP Tablet PC edition, SP1a, Belgian keyboard
configuration.
When I boot the PC the login pop-up keyboard shows OK
(Belgian keyboard layout).
After login, CTR-ALT-DEL and the pop-up keyboard shows
empty (blank) keys except for the special keys like
<ENTER> <SHIFT> <CAPS>.
Pop-up keyboard has lost its table of characters !
How to restore...very frustrating
