Table of COntents reverts back all the same nubers when I reopen i

After updating my TOC, everything looks fine all the pages are updated
correctly. If I attachit to an email and open it just to check it, the TOC is
now showing all 4's or 3's not the numbers it should be.
 
This is often a result of the document's being opened in Reading Layout
view. There are three ways to deal with this:

1. Don't open the document directly from an email; instead, save it to the
HD and then open. Reading Layout view is used (by default) only for
documents opened directly from attachments.

2. If you want to be able to open documents directly from attachments,
disable Reading Layout view (Tools | Options | General).

3. After opening in Reading Layout view, switch to Print Preview and update
the TOC (F9), which will restore the correct numbering.
