Table of Contents & Headings

I am trying to create a manual with a table of contents that is going to be
continuously used and edited. I have made the table of contents, but I am
having trouble making it "my own." I would like to have a heading with no
page number, followed by some listings/titles with numbers, to be repeated
over and over. For example:

Heading (bold, centered)
Title 1.....................pg 1
Title 2.....................pg 2
Heading (bold, centered)
Title 3.....................pg 3
Title 4.....................pg 4
ETC.

I can get close to this but, editing one part effects another, etc. etc.

We have been pulling our hair out! any help would be much appreciated! Thank
you!!
