Table of Contents and Index do not appear. Need switch

Table of Contents and Index not appearing. All that appears is {TOC \0
"1-3"} at the table of contents postion and {INDEX\h"A"c"2"} at where
the index was. I must have done something. What switch and where is
it that will get my TOC and Index back.TIA
