Table linked to Excel

I have a database with a table linked to an excel worksheet. It appears only
one user can open the report at a time. If one user opens the report other
users get
Jjet database error indicating that it's opened exclusive by another user.

Is this expected behavior?, with a lable linked to excel? I cannot find any
documentation on it.

Yes, unfortunately - even though you can't edit the spreadsheet from Access.

I think the logic is that if anyone has the spreadsheet open in Excel that its
content could change at any time.
 
I think I was unclear. No one is opening excel.

There is an Access report based on a table that is linked to an excel
spreadsheet. Only one person can open the Access report at a time. In fact
if someone has teh report Open, no new users can open the Database at all.
again, I think I was unclear about what was actually being opened.
