TabControl "Button" style broken?

I change the Style property on a TabControl from Tabs to Buttons but the tabs
still look like tabs, not buttons. If I open the database on another
computer, they look like buttons as they should. I have unchecked the "Use
Windows Themed Controls" option.

Any idea what is happening?

Any idea what is happening?

If my apps are run in 2003 the buttons do (mostly) look like tabs. They
also suffer the "ghost tab" problem that was discussed in another thread
a day or two ago.
