Tabbing through Text Boxes in Excel 2002

I am creating a printable spreadsheet document that quite a few people will
be required to fill out. I would like to add Text Boxes (from the Draw
toolbar) to the sections of the document that the others will be required to
fill in. I would like them to be able to tab through from the first Text Box
to the last one, but my tabbed boxes are all over the place. When I try to
move the Text Boxes in their tabbing order the boxes don't stay in order. Any
ideas how I can create the tabbed fields without sacrificing the order they
are in? Any other ideas beyond Text Boxes would be welcome.

Few thoughts..

1. Using the excel cells itself.

Suppose you need answers to be filled in for B2, C2, B5,C5 etc;
Select all cells which are to be filled in by the user.
Right click>Format Cells>Protection> uncheck locked. (The default is locked)
Design the template with question and colors as required.
Once done right click the sheet tab and protect sheet.
Now try using tab from the first field..

2. From Control ToolBox use the Text box control which has got a tab
property. SEt that in which ever order you would like to
