tab control not showing page tabs

Until this morning, my multi-page tab control on my form always loaded
correctly. Now, when I open the form, only the first tab shows and there are
no 'page tabs' to click on to navigate to the other pages of the control.
Luckily, there is a submit button on the first page that opens one of the
other pages. When I click it, all five of the tabs appear at the top of the
control and everything seems fine.
How can I get my 'page tabs' back? What did I do to the code to deserve this?

I can get it to properly load if I add a Me.tabSummary.SetFocus at the end of
the Form_Load. But... why is it behaving like this?
