Tab Control: Check Box Focus Failure

I am faced essentially with the same problem that was posted by Peter Hibbs
on 2/9/2007. Unfortunately, no satisfactory solution was offered to Peter so
I hope that somebody can offer a solution now.
When I insert a Check box from the tool bar into Tab control everything
works fine: I get a dotted line around the label of the checkbox that it is
in focus. However, changing the tab order within a Tab Control, results in
the Check Box control losing the focus. The associated label will not get the
dotted outline after tabbing to the check box. Pressing the Space-Bar toggles
the control as normal confirming tab position. This is NOT caused by the
label no longer being associated with the checkbox (clicking on the label
toggles the checkbox).

I turned off the "Hide keyboard navigation indicators until I use the
Alt key" in the Control Panel>Display>Effects as you suggested, but
it does not seem to make any difference. I think that his must be
the Windows 2000 equvivalent for "Hide underline letters for
keyboard navigation until I press the Alt key".
