Tab Color

Secret Squirrel

I have a form with the background set to 12632256 and a tab control on my
form that is set to transparent. The color of the form background matched the
tab control since I have it set to transparent. But when I import this form
into a new database the tab reverts back to it's original color even though
it is still set to transparent. No matter what I do in the new database I
can't get the backcolor of the form to show on the tab control. Anyone know
why this would happen and how it can be fixed?
 
In the new database, turn off Use Windows Themed Controls.

In Access 2003, that's under:
Tools | Options | Forms/Reports
