It's probably not used and might be a result of some malware, so malware
scans may be in order here.
Try renaming it and see what happens. That's as good as deleting it; if
it's being used you'll get errors and if not, nothing will happen, in which
case you can then delete it.
If you run that from Start/Run you will see the contents of your root folder
on the hard disk. It is not malware. I use it all the time in shortcuts.
I'm not sure why it is on your Desktop though.
