Typically startup programs are found in StartUp folder (usually C:\Documents
and Settings\Default User\Start Menu\Programs\Startup),
So you can check if the file is present there or the other way could be
to
go to ->Start/Run/Msconfig and uncheck the program.

You can also go to http://www.kellys-korner-xp.com/xp_tweaks.htm and
scroll down to fix 260. In the right column, click on "System32 Folder
Opens
Upon Boot". Download the file and it should repair it
