System won't boot

Hello:

I'm posting on behalf of a friend who was given a P3 550Mhz system.

He asked me to help install modem drivers so he could connect to the
internet.

The system came with Windows ME installed. When I installed the driver
for the modem (Conexant 56K internal) I got a "blue screen" from Windows
right after trying to connect to the isp for the first time. We shut down
the pc and it now doesn't even power up. I've tested the Power supply,
which is working, pushing the power on button on the front of the case
does nothing, power supply fans dont move, no power no sound. I used a
power supply tester that connects to the PS, when I did this the PS
responded, after plugging into the board, no result.

I've also cleared the CMOS using J4 jumper.

Does anyone have any ideas as to what the problem could be?


As for the specs, its a no name generic mobo, the brand isn't even listed
in the mobo manual, it is a VIA chipset 256 MB RAM (2X128MB) P3 550Mhz
6GB HDD, AGP Video.

Most PCI slots are full.

Your help greatly appreciated!

very possible that you disturbed something when you put the modem in...

plug and unplug all cards
check cables
ram , etc

if all else fails
try a minimal hardware configuration...
viz: disconnnect all but tha ram and the video board

if the machine posts, start adding components until you get it narrowed down

Two minutes to find a reason for problem if you have a 3.5
digit multimeter AND don't make any changes. Signals in these
previous posts that are relevant are 3.3, 5, 5VSB, 12, Power
Good, and Power On signals. Take data for each voltage before
powerup, in the one second after pressing power switch, and
five+ seconds after what should be power on.

As should be obvious, the power supply tester is a gimmick
that tells us little. Best, fastest, and cheapest way to find
the failure (without disconnecting a single wire and before
trying to fix anything) is that meter: "Computer doesnt start
