System volume control doesn't work

The overall volume control (called the system volume control?) doesn't work
at all in my Vista Ultimate.
The volume controls for individual programs work fine, but the overall
control has no effect whatsoever...
 
Did you right click on the speaker icon on the task bar? A menu should
pop-up then select 'open volume mixer', then adjust the sound. I have
'Applications Windows Sounds' slightly higher than 'Device Speakers' volume.
You can also left click on the speaker volume to adjust sound.

If you right click to view the menu, you can also choose 'Playback Device'
and from here highlight speaker and then click on properties near the bottom
of the window. Properties will allow you to set up the speakers if they
aren't set up already.

My speakers are set up correctly.

I know about the volume mixer. The problem is that all of the application's
volume sliders in it work, but the device's (speaker's) slider has no effect:
sliding it up and down doesn't change the overall volume. Clicking the mute
button below it causes all the application's mute button's to become clicked,
but they don't actually get muted.
 
Hmm. My volume mixer has two sliders: one for "Device (speakers)" and
one for "Applications (Windows sounds)." The volume for Windows sounds
cannot be set lower than the volume for the speakers, so sliding the
Applications volume to zero simultaneously slides the Device volume to
zero, allowing me to hear no sound at all.

I still have the same problem, so I'll try to explain more clearly. I'll
explain what happens in two scenarios.

Scenario 1: Muting the speakers
1. Click the volume icon in the tray
2. Click "Mixer"
3. Click the mute icon below "Speakers" in the "Device" section
4. The window looks like this

5. BUT sound continues to play!

Scenario 2: Turning down the speakers
1. Click the volume icon in the tray
2. Click "Mixer"
3. Drag the "Speakers" volume down
4. The window looks like this

5. BUT sound levels being played (e.g. from windows media player) remain
unchanged!
6. Notice that the bar for the speakers looks messed up. It has a green bar
going up part-way, and a grey bar continuing ABOVE the slider!

Any advice?
