can anyone tell me how to set the spacer dots on the clock to blink?

There is no built-in way to make the colon blink on the Windows clock.

If you're not attached to Windows, in KDE on most Linux distros, though, you
can right click on the clock, click Configure Clock, check Blinking Dots
and hit OK.

Install "Tclock2" which displays seconds..
