System Restore was unable to create a restore point. Please restar

System restore is not working in XP Pro. I get a mesage: System Restore was unable to create a restore point. Please restart your computer and run System Restore again. I have done that with no luck. I have also turned it off, rebooted, turned it on and get the same results. Safe mode doesn't work either. I found one MS KB article with this error but it was for Win ME. Any suggestions? TIA

After turn off and reboot , first check in the System Volume Information
folder on each drive. You will need to have Folder Options - View set
to show Hidden files, and *not* Hide Protected mode ones. If this is an
NTFS drive you will need to right click it in Explorer - Properties -
Security page and Add 'Administrators' to the Groups, typing that
without quotes in the pane, then give them Full Control

Empty the folder out - some residual files may be there clogging the
works. Then reinstall SR - at Windows\Inf\ r-click sr.inf and take
Install. Then re-enable it
